Quality Payment Program Rules

The Medicare Access and CHIP Reauthorization Act (MACRA) of 2015 called for major changes in the physician payment system that went into effect in 2017. This new payment system, the Quality Payment Program (QPP), continues to advance a policy goal of basing payment on value rather than on volume. The Centers for Medicare & Medicaid Services (CMS) updates the QPP regulations annually, with comment periods open prior to the implementation of the final rule. Because this affects a large portion of our membership, the American College of Surgeons (ACS) has a strong interest in the CMS QPP and is engaged in advocacy efforts regarding the program.
